Commissioner Nixon has very little control, she was appointed by Victorian Premier Bracks and she appears to be his inconsequential puppet. Bracks went behind Nixon's back to deal directly with the Police Union leadership "Fish" Mullett, promising him new lethal weapons to use against Victorians, a present to Victorians from Bracks 50,000 volts in the hands of killer cops who totally lack any negotiation skills when confronted with any aggression. Victorian police already kill more citizens than all other Australian police forces combined! Nixon did not want the taser guns introduced, Bracks ignored her to seek electoral support from the police union bully to help his electoral campaign.
One astute and recently retired senior Victoria Police officer, the former head of the special operations group, John Noonan said that.

It is obvious that you are right, the Victorian Police Association favours the Brack's Labor government and in return VicPol gets, more recruits (ones we do not need: Victoria is the over-policed state) new guns and more money. VicPol did not even turn up at the Liberal Party Community safety meeting in Frankston. This is endemic corruption of an entire system. Blackmail! Support Victoria Police financially or they will sabotage your electoral campaign! These Gun-toting police are extremely militant and their powers are extreme including police powers that do not exist in other democracies like, drug testing drivers, deeming laws taking private property, laws against religious free speech, hoon laws appropriating private property. Commercial media and the Police Media Unit spoon feed the millions of Victorians who do not even speak English as their first language, let-alone understand any principles of democratic good governance and Westminster traditions.
Premier Bracks also looks to have made a pay deal to secure police support. The corrupt police state is run directly by Premier Bracks, the Westminster axe murderer and serial killer of democratic civil liberties. Bracks is as ignorant as disgraced ex Queensland Premier Joh Bjelke Peterson on what the separation of powers means, he seeks support from Victorian police force to seek re-election as a tyrant who demolished civil liberties in Victoria. Bracks as well as colluding with the Police has also spent heavily on advertising, over $400 million of taxpayer's money on media propaganda!
Victorians have voted a couple of Greens in the upper house in the Victoria 2006 November 25th election, to try and stop Bracks. He now needs to buy off a couple of independents to get his own way. His $400 million propaganda budget was well spent on his own ego and we continue to be bombarded with TV advertising for all aspects of government from Wise Water usage or workcover advertising telling injured workers, to get back to work ASAP. With so much being given to TV stations by the government, will they dare to upset a major client with unfavourable stories?

Commissioner Nixon seems to be just like all the other police who worked at Darlinghurst Police Station with Roger Rogerson. Did you notice him behaving strangely Commissioner? Forget your beliefs wishes and wants and being "Shocked" is not a helpful reaction when Victoria Police are arrested. Support a Royal commission. As Bill Patten stated, there is no investigation of higher ranking current and former Victorian Police, who may now be with other organisations.
Then the good police trying to expose corruption are intimidated and frowned on by the rest of the force as rats. The corruption is endemic and ubiquitous, good police like Bill or Simon are the finest. These police are ostracize by the police union, who should welcome all efforts to ensure the highest levels of police integrity. It is disgusting blight on a compromised democracy, these courageous police should be supported by the police union and the Bracks' government.
Take two well known examples of corruption rates, the window shutter case in 2001, 550 police were smashing windows for kickbacks from window repair companies or in 2004, 750 were evading legally imposed fines. Many of them think that they are above the law. At least 10% of serving Victoria officers are corrupt cops, that is not a small number! Many others turn a blind eye to other police who are criminals. Some corrupt police have been promoted because they get more convictions without any auditing of how they get such high conviction rates.

On the 18th October, five former drug squad police were convicted of many counts of drug trafficking in a Victorian Court. Police like the "evil" Bradley Ferguson or Senior Sergeant Wayne Geoffrey Strawhorn, Glenn Sadler, Stephen Cox and Norman Ferguson may have been abusing Victorians for decades, stealing, planting evidence and selling drugs unchallenged, even from the foyer of Police Stations! Unfortunately the few convicted are only the tip of an iceberg of entrenched corruption in Victoria Police which ostracizes all whistleblowers. Premier Bracks in denial at the corruption all around him said that, "these convictions showed our law and order policy is working".
The Victoria Police Association paid more than $1.4 million to unsuccessfully defend Strawhorn and Cox. They would not give a whistleblower such support.
A serious fraud is being perpetrated on Victorians by Premier, Steven Bracks. How could he be so well environmentally nurtured in Ballarat, a home of democracy and the Eureka Stockade and be so ignorant of what he is responsible for preserving in a now compromised democracy. Why is Bracks so anti-democratic, against the Westminster system, like a foreign tyrant from a different tradition of government. Why? Ego? His excessive advertising budget supports the ego argument. Combined with his comments on the sovereignty of cabinet when abolishing 800 year old common law rights, it suggests at least a borderline personality disorder, possibly an arrogant domineering egomaniac.
It is hard to have a benevolent therapeutic disposition for the declining mental health of Premier Bracks, while police on his orders have my arm out to take a blood sample.
Every Victorian driver is compelled to supply their blood to police, to test if they are an illicit drug user, a chemical test for criminality. Police on the otherhand have welfare volutary drug testing for themselves with the new 2007 Premier Brumby introducing new laws to protect the confidentiality of police who are drug abusers. One policy for the public, a completely different set of standards for police, voluntray welfare drug testing. What relevance is my biochemistry to my capacity to drive? The Swinburne drug simulator trial was a farce as far as scientific research goes, police are even corrupting Australian Universities who are so starved of funding, they will do any research they are paid for with no control over the research methodology or public reporting of the results by police. In a sporting context, if you took a stimulant like an amphetamine (speed) it would be called a performance enhancing drug!
On 20th October, Former police Detective Sergeant Bill Patten disclosed that:
1. Officers who presided over corrupt police were protected from appropriate sanctions
2. "Significant" corruption was not adequately investigated
3. No public accounting of all the drug trafficking, evidence planting, and drug use by police.
"There would have only been one successful way to investigate this stuff and that would have been a royal commission" Sergeant Patten said.
Good one you Bill Patten. Premier Bracks and after him Brumby have both been informed of police corruption many times before by brave Victorian police like Karl Konrad, Simon Illingworth, Bill Patten, or Lauchlan McCulloch to name just a few who the public have heard about. These men are brave police who have all had to stand alone against dishonest police. They all had insider knowledge and should not have been ignored. It is extremely difficult for these good people to behave ethically under extreme pressure from accomplished bullies, they are the real heroes in Victoria Police. There is no place for these honest men in a dishonest Victorian police force. They all stood alone vilified by criminals in Victoria Police, Simon Illingworth was bashed and vilified as a "Filthy Rat" for all his efforts. These men all stood alone. One man Standing with no support from the Bracks/Brumby government. Another former police union member turned whistleblower, Mr Kos needed 24 Hour protection from members of the police union!
Premier Bracks and Brumby have not only failed to implement a reasonable law and order policy. They have ignored everyone except Victoria Police and abused and abolished ancient rights. They have given tacit consent to police corruption. Many of their new laws are the foundation of an Orwellian police state nightmare, a world's first biological drug (with high false positive error rates) test for criminality, by police who deal drugs themselves and mostly go unchallenged. Steven Bracks, is the Premier who joked about police beating suspects with phone books, a man who sits on his hands watching while witnesses against corrupt police are murdered in their beds.

One democratic tradition of the West minster system is the Separation of Powers. Common law rights like, the writ of habeus corpus granted by Kings and courts to citizens since King John who signed the Magna Carta in 1215.
The Magna Carta was signed in order to end the rule of kings.
In the UK legal tradition, Australia inherited these common law rights and citizens have taken such rights for granted, basic rights such as; liberty unless you are tried by a court, owning personal property and freedom of speech. These rights are not codified neatly, all in one place like they are in America under the American Bill of Rights. The Separation of Powers does not exist in Victoria, the Bracks government has no respect for common law rights. They make new rules overnight, abolishing common law rights which have existed for good reason for 800 years before their time.
You would expect that an Australian democratically elected government should preserve common law democratic rights. But Bracks has stolen the most fundamental of ancient common law rights against the might of Kings. He supported the Anti-terrorism Bill allowing two weeks detention with no charge, he said the public should not be involved in discussion of the new laws, he criticised the good Chief minister Stanhope for the ACT who leaked the Bill so the public could debate it saying he should preserve the sovereignty of cabinet. And what of the sovereignty of the people and those who died for us to have basic rights like the writ of habeus corpus?
One elected government in Victoria, the Bracks' government is abolishing almost a thousand years of common law rights with arrogant abandon. Repressive new laws (blood testing for drug use, government taking private property deeming laws) have been introduced by the Bracks' government. Premier Bracks has even banned Catholics speaking about Islam, The Bracks' Racial and Religious Tolerance Act 2001. Section 8. Showing a contempt, revolution or ridicule for a religion (a class of persons) is now an illegal religious vilification. 8. 2.b states the unlawful act may be in or outside Victoria. A local Muslim in Victoria could prosecute the Pope in Rome for being critical of Islamic history. The Act is one which stifles free speech and could be used to protect a religion from fair criticism.
This repressive law against freedom of speech could also result in scientists being convicted of racial vilification of intelligent design theory by Christian groups. The Steve project could be guilty of ridicule of intelligent design theory. Religion is what adds meaning to many people's life, they are passionate and religions are ego centric, mine is the only GOD. What of a religion that states that it is the chosen race and walks all over others. Can we criticise the religion of the soldier wearing the jackboots who kicks us in the face. Religion is not neutral.
The bracks' government proclaims what the state religion is, complete ignorance with everyone afraid to say anything. It is unlawful in Victoria to ridicule or show contempt for the ideology of any race or religion, no matter how worthy they are of condemnation. Imagine this rule in WW11 Australia, being critical of Hitler and German aggression would be illegal. Bracks seems to be a pragmatic determinist, from all the blood testing Victorian Police do to determine fitness to drive and criminality.

It is ironic that on a Victorian government website there is a list of Human Rights which you would assume we have in Victoria, but Bracks has abolished many of them including:

Bracks did not want the people to be consulted on terrorism laws, he criticised the Chief ACT Minister Stanhope for releasing a draft. He believes in his own power like a tyrant and should be thrown out of office for stealing a thousand years of democratic history and freedoms from all Victorians. Bracks is like an ignorant robot, unfortunately for an automaton lacking all knowledge of scientific method or democratic history. He has abused scientific method to state there is any well researched academic support for zero tolerance drug driving laws which he introduced as a world's first. Pragmatic robots rush in where humans fear to tread attributing criminal guilt by error prone saliva testing and not criminal behaviour an actus rea was the former standard of criminal culpability, now a biological assessment will suffice.
Based on this reasoning, a DNA test could be used to identify those with a risk taking gene so Bracks can lock them up before they do anything wrong. Corrupt police patrol the Victorian streets with drug detection dogs and error prone drug testing saliva kits based on Swinburne research Bracks funded. Ultimately in Victoria, a blood sample is required to refute the inaccurate saliva test result for drugs unrelated to driving impairment.

When trying to deliver a complaint to the Footscray Police station internal investigations officer, the constable on the front desk refused to pass on my documentation to internal affairs, unless I told him what is was about. "If you don't tell me, I'll throw it in the bin". He stops complaints at the front desk from getting to police who may be trying to do their best against corruption.
When a notorious crook Tony Mockbell was allowed bail and absconded, the police Assistant Commissioner Simon Overland asked Bracks for more police powers and Bracks supported him. The reason why Mockbell was out on bail, was because his trial was delayed for two years, because of all the bent and dismissed police involved in the case. Mockbell appears to have had political friends as well! Kelvin Thompson. A clean drug squad would have delivered Mockbell to the courts within a few months. Who helped Mockbell escape, more bent Victorian police?

On 10th May, the Australian special Minister of State , Gary Nairn was to present the Excellence in e-Government Awards. Gary was unavailable (for some reason?) so Ms Ann Steward from AGIMO presented the award. A review of the award winner. I emailed Gary to ask him why Australian government websites were inaccessible for the visually impaired. Gary did not reply. AGIMO did reply arrogantly stating that they lead by example. I had to test this arrogant claim, so I completed a survey of 66 government websites in Australia, the UK and the USA.
All of these government websites have serious HTML errors that might prohibit a search engines indexing their content. No matter how good they think their service or information is, it may never be found if search engines cannot index their pages. Having HTML errors in pages defeats the whole purpose of making information available over the internet which can be found by search engines. Many of these web sites are a beurocratic self indulgence and a complete waste of taxpayer's money. Presenting an award for excellence to them confirms the misguided lunacy of AGIMO.
Clearly, the results show that the UK leads by example in e-government. The best government website tested was the House of Lords Appointments page.

I would have liked to see better meta header tag information, relative site structures with links to parents and children of the current page, page modification dates and links to a sitemap and accessibility statement. There were some keyboard shortcuts used, but no tab indexes to go through a page pressing the Tab key. On July 1st 2006, Joe Hockey as the Australian Human Services Minister introduced a compulsory work scheme for unemployed Australians. To receive any government assistance, you must work full-time for the Australian government. Human Services will make a degrading and arbitrary assessment of your skills and then demand that you work full-time in any position they see fit.
Even the conservative Catholic Social Services Office and the Samaritans who want to help the unemployed, have wisely and justly refused to act as social welfare police for the Nazi Hockey. Hockey accused them of not wanting to help the poor. Joe Hockey, what a hypocrite suggesting that benevolent social organisations of this calibre are less caring than his own jackboots policies? Catholics fight back against the bully minister for Human Services. Let us have a human services minister who is thin benevolent and frugal, Hockey has a bloated contented demeanour of arrogance with attention seeking, totally lacking in compassion or noblesse obligue. With the Australia "smart" card Hockey could control and micro-manage everyone as to what they can buy with social security benefits. There are already many security breaches in Hockey's department. This Nazi minister Hockey wants Centrelink to become a police force busting in the doors of welfare recipients.
Thank goodness some organisations are exposing the overly paternalistic bully Hockey, he has tried to silence many critics with legal threats.
As well as taking real jobs and placing Australians in abject poverty and lowering wages and working conditions, another major consequence of removing people from benefits for eight weeks will be soaring crime rates.
Hockey's policy is not designed to help any unemployed Australians. Centrelink the Australian government department responsible for social welfare has an appalling history of undemocratic action, stopping drivers in Victoria to interrogate them on their income and reducing benefits to poverty stricken Australians. Centrelink think they are police and Catholic organisations are rightly refusing to be part of Hockey's bloody army. Hockey's design is to lower wages and force slavery and poverty on unemployed Australians.
It is better to tolerate some bludgers who will not work, than to make everyone work in menial jobs for a nominal wage. Crime rates will skyrocket as a result of this legalised slavery. Wage rates will fall as the unemployed take jobs for nominal pay.
The Australian government and Hockey also has a plan to barcode every Australian with a Smartcard, introducing a health and social services access card. Mal Brough Minister for Family and Community services could make full use of this card in his plan to stop parents spending welfare benefits on non essential items. Instead of receiving payments into a bank account, the Smart Card could be credited with an amount and a bar put on it being used to buy any items the government deems non-essential. The Federal liberal party have already made their intentions clear to control every aspect of life for welfare benefit recipients, we must get rid of these mongrel liberals, the heartless bastards and bullies.
Another disgusting use of the card could be to clock on workers bonded into slavery for the Australian government. Send a message to Joe Hockey.

Corruption does not just involve positive criminal acts from police, it also involves them acting outside their powers, against the democratic principles of the doctrine of the Separation of Powers. Apart from specific examples of corrupt Footscray police, individuals like Matthew Johnson, there is another more subtle but ubiquitous form of police corruption involving them forgetting their function in a democracy. Police who believe they can act like an elected parliament and do anything they wish, acting outside their democratic powers ultra vires.
In a democracy, you expect the elected parliament to make laws, but in Footscray Victoria Australia, police make the laws without any reference to parliament. Footscray is an area with more illegal drug users than most Melbourne suburbs. Police have failed to catch them or stop the drug trade, some police officers are involved in the drug trade. Now it is possible that police can decide who can come to Footscray and who is banned from the area.
Mayor Janet Rice vented her frustration towards police last week pointing out that council wasn't consulted over details of the plan. Without any reference to parliament or the local government, Footscray police decided they could ban people from coming within 30 Km of Footscray. There is no precedent for this police action. Only drug dealers who pay police kickbacks will be welcome in Footscray.
Bracks and Brumby are both suffering from delusions of grandeur, megalomania just from looking at the Labor advertising budget. They seems are completely ignorant about what the Westminster doctrine means, maybe they have been threatened by the police union? Police constantly over-step the mark in the Victorian democracy thinking that they are like elected politicians. For example Footscray Police banned people they do not like from coming within 30Km of Footscray. The elected Mayor Janet Rice vented her frustration towards police pointing out that council wasn't even consulted. Support Janet Rice in the Williamstown by-election as a Greens candidate.
The state government made no new laws on the matter, the local mayor was not consulted.
The Victorian Police Association has asked the Victorian government to disband the Office of Police Integrity. The OPI raided the St. Kilda offices of the Armed Offenders Squad of which Association Secretary Paul Mullett was once a member. Congratulations to the OPI for taking police corruption seriously. Paul Mullett said the government "must intervene". Another example of Paul Mullett forgetting that he should not direct the government to do anything. Nine of the former squad's detectives have been issued subpoenas to appear at court hearings. We will get to see how they bashed suspects. What did Premier Bracks do to stop this, nothing. He joked about Police needing phone books in new cells to bash suspects when he was opening a new Diamond Creek police station in 2005. Police Brutality and torture.
How many Victorians have been bashed by the Armed Offenders Squad? This could have been avoided if Premier Bracks had the courage to conduct a royal commission into police corruption years ago as many Victorians begged him to do.
On 8th September 2006 the Armed Offenders Squad was disbanded, what does that say about the beligerance of Mullett towards the OPI. Mullett tried to preserve the Armed Offenders Squad. Today police went on strike in protest at the disbanding. Mullett defended them. Sack them all and call in federal troops like the Victorian government did in the Victorian police strike of 1923.
Mr Mullett claimed that the 1,700 police delivered by the Brack's government to obtain police support went down a "big black hole" and is campaigning for more police. Mr Mullett himself was also being investigated by the OPI for bullying other staff and have many other senior police who fail to stand up to the domineering male mentality and culture of male bullies in Victoria Police. "Community Safety" Paul Mullett calls it, instead of a "pay claim" which would be telling the truth and nothing but the truth. Police mislead regarding the incidence of fear and promote fear of crime through police media releases which really should only relate to their pay claim. Call their bluff, Let them go on-strike and call in the Australian troops, just like the Victorian government did in the 1923 Victorian police strike.
There is a state election this year in November, the Police Association will be campaigning hard (and going on strike) to achieve 15% higher pay and conditions and also for increased numbers of police. Bracks will support them (as he already has with 1,700 new police) or they will abuse statistics and create media fear campaigns of a lawless society and rising crime rates. Wait and see what the Premier does to support police before the next election? A call to disband the OPI is evidence of the corruption in the police union. A Royal commission into corruption is required, with a budget of at least $150 million, which is what NSW spends to stem police corruption.
The role of being an authority figure with special powers of arrest, being a police member is in itself likely to attract assertive personalities. The OPI were investigating complaints the armed offenders squad intimidated and assaulted suspects. The biggest bullies, seem to be the police union leadership. If Paul Mullett is calling for the Office of Police Integrity (OPI) to be disbanded, then congratulations are in order for the OPI, the Director Mr. Brouwer and the Assistant Director, Graham Ashton. A pity OPI have not investigated higher ranking police going back before the OPI appointment.
Would you believe that the same legal firm is still trying to intimidate Centrelink clients one year later after their first abortive attempts to sue me for defamation to stop public criticism of biased child care assessments by public servants. Minter Ellison have learnt nothing and with their barristers they are again on 30th July 2007 acting to intimidate and silence the poorest Australians. Some example cases which demonstrate the waste of taxpayer's money and the bullying that the Australian government Agency of Centrelink engages in to try and silence impoverished aggrevieved clients. In the first case it is a defamation threat against Heretic Press, in the second case Centrelink objected to the artwork of Jason Pickett and the naming of Centrelink staff. When Jason refused to comply with the legal demands of Centrelink, they attacked his Perth server Indymedia and took Indymedia off-line until Jason's article was removed.
After failing to intimidate Jason through threats by Sparke Hellmore, Centrelink have now engaged the same Melbourne law firm who threatened heretic Press, Minter Ellison to sue Jason for Copyrigh breach for the parody he made of the Centrelink logo. From Freedon of Information requests we know that Paul Zawa of Minter Ellison will receive about $5,000 for the letter he wrote to Jason from the Australian people. At least $10,000 of taxpayer's money have been given to Minter Elison to threaten Jason Pickett and another $5,000 to threaten hereticpress.com. Australian legal discussion group of Jason's case. There is nothing seditious or criminal about the content of any articles by Jason or Hereticpress. Is Centrelink permitted to act as an internet censor in Australia. The online news site Jason had posted his article and artwork. Footscray police confiscate Azlan McLennan's artwork. The swastika is an ancient symbol predating Nazi use on the Indymedia site. Indymedia stated to me they had no choice but to remove Jason's work or they would be closed down.
Anyone interested in having a fair say against Centrelink or the Australian government should invest in a US server who supports the American Bill of Rights guarantee of Free Speech. An Australia server like Indymedia felt absolutely powerless to stop the Australian government shutting it down. Centrelink have no legal right to threaten critics.
You can't bully all the people all the time Centrelink. Jason is no shrinking violet and Heretic Press also refused to comply with unreasonable illegal demands of Centrelink. All Centrelink have done is to greatly strengthen community awareness of their ultra vires actions like internet censorship or stopping commercial traffic with Victoria police to question drivers on their income. The Nazi logo by Jason for Centreflunk seems an appropriate metaphor for such jackboots bullying behaviour. Jason has been working hard to avoid Australian servers easily influenced by Centrelink bullies. Please note that Jason is requesting information on what Centrelink paid to close down his webserver Indy. It is not just an FOI application on his Centrelink file, it is an action that goes to the pithy heart of a matter that should concern a democracy which values freedom of expression on the internet and government accountability. There are even false allegations from Centrelink of threats made to staff that assume guilt while never having to produce a shred of evidence. If you raise your voice against injustice in Australia, you are vilified unjustly. This is a fiction against Jason for which he is discriminated against by an Australian government Agency.

Centrelink's decision making is arbitrary and fundamentally flawed, no client who has been wronged and then threatened for telling others, should have to pay Centrelink's moronic anti-democratic decision making fee. This is how Centrelink treats clients who they have wronged. You could provide a truckload of evidence about hardship and they will still charge you and delay your request when they have squandered thousands of dollars of public money on solicitors to inappropriately threaten you.

Kerry Terry and Centrelink appear to have the freedom to continue their abuse on Australians preventing them exposing corruption in Australian politics. An international human rights legal action could be launched against Centrelink, so I would urge Kerry Terry to follow recommendations of the UN and the Ombudsman and allow more FOI requests, limit exemptions and do not threaten impoverished FOI applicants that a payment will be required.
